Carlos was the cousin of Pedro Ramos and Ernesto.
Season 2[]
When Michael Scofield expected that Pedro was alone, Ernesto and Carlos were with him at Bolshoi Booze, the place where they did meet. Carlos then checked if the Nitro-glycerine was real. However, Michael tricked them, and it was revealed to be sugar-water. Pedro then tried to shoot Michael, but Sucre shot Pedro, and Sucre and Michael tied them up. Pedro then revealed that there was an airplane for them ready and Michael asked for the location. After that, Michael and Sucre freed the man and they were going to the hospital with Pedro Ramos.
