Colonel Escamilla aka The Colonel is the warden of Sona. He decided to cut off the supply of water to Sona after the riot. Lechero informs him about a lack of water when an inmate knocked over the barrel of water. He replied that water will be arriving the day after tomorrow. (3x2)
