Rafael is a Sona Corrections Officer. He met Fernando Sucre under his alias Jorge Rivera. Later he discovered his real name.

He was there when Captain Hurtado was poisoned. Rafael brought Mahone back to Sona. He also discovered Fernando Sucre's real identity.
